Water, water everywhere. But not enough as UK bans hose pipes?

It seems despite the floods, swollen rivers, storms and general wet days we get here in the UK, it's still no enough to avoid a drought being declared and the use of hose pipes being banned, with large fines if used.

Perhaps it's now the time for us to review the amount of water storage capacity we actually have here in the UK. As the population increases I doubt new reservoirs and other water storage facilities have been even considered. This is a must as I suggest that we don't have a shortage of rain water annually in the UK, we simply are inefficient at capturing this water and storing it. Will this be resolved United Utilities?
